1. Eurasian Economic Commission (EEC)

The EEC is the central governing body that develops and enforces EAEU technical regulations. It oversees the coordination of conformity assessment procedures, customs, and trade policy across member states.


2. National Regulatory Bodies of Member States

Each EAEU country has its own designated authorities responsible for implementing and enforcing EAEU regulations domestically. These include ministries of health, industry, and standards agencies.


3. Accredited Certification and Testing Bodies

Conformity assessment is carried out by accredited bodies located within EAEU countries. Only these bodies are authorized to issue EAC (Eurasian Conformity) certification.


Product Certification and Compliance Requirements

  • EAC Marking (Eurasian Conformity): Products subject to technical regulations must bear the EAC mark before being sold in any EAEU member state. This mark confirms the product complies with relevant EAEU technical regulations (TRs).

  • Unified Technical Regulations (TR EAEU): Over 50 TRs are in force, covering product categories such as machinery, toys, cosmetics, food, medical devices, textiles, and electrical equipment. These regulations are mandatory and apply uniformly across all member states.

  • Conformity Assessment Procedures:

    • Certification: Required for higher-risk products. Involves testing and factory audits.

    • Declaration: For lower-risk products, manufacturers or importers can declare conformity based on test results.

    • Registration: Some product categories require registration (e.g., medical devices, cosmetics, food supplements).

  • Labeling Requirements: All labels must include the EAC mark, product name, country of origin, manufacturer/importer contact information, shelf life or expiration date, and instructions for use — all provided in Russian and possibly additional local languages depending on the target market.

  • Import Documentation: Products must be accompanied by a certificate or declaration of conformity, test reports (if required), and supporting technical documentation. Customs authorities verify compliance at entry points.

  • Market Surveillance: Each EAEU country monitors products on the market through its own enforcement bodies. Non-compliant products may be recalled, banned, or penalized.
