South Korea Maritime Radio Regulations: RRA Updates Technical Standards

South Korea is taking an important step toward strengthening maritime safety by updating its technical standards for ship communication equipment. The country’s National Radio Research Agency (RRA) has released a draft amendment aimed at modernizing maritime radio requirements and aligning domestic rules with international communication standards.
The proposed update to South Korea maritime radio regulations aims to modernize ship communication systems and align national standards with international maritime safety frameworks.
The proposed regulatory update reflects South Korea’s commitment to improving maritime safety while ensuring that communication technologies used on ships remain compatible with global systems. By incorporating the latest guidelines from the International Telecommunication Union (ITU) and the International Maritime Organization (IMO), the new framework will help maintain interoperability between vessels operating internationally.
Key Changes in South Korea Maritime Radio Regulations
The updated regulations focus on improving the reliability and performance of maritime communication equipment used for navigation, distress signaling, and safety information transmission.
One of the main objectives is to support the modernization of the Global Maritime Distress and Safety System (GMDSS). This global system enables ships to automatically send distress alerts and receive safety messages through satellite and terrestrial communication networks.

Under the new proposal, updated performance standards will apply to VHF, MF, and HF radio installations used on ships. These updates are designed to improve the reception of Maritime Safety Information (MSI) and ensure more reliable communication during emergencies.
Another important change involves refinements to the Automatic Identification System (AIS). These adjustments aim to improve spectrum efficiency and reduce signal interference in busy maritime areas such as major Korean ports.
Impact on Maritime Equipment Manufacturers
The proposed regulatory changes will also affect manufacturers planning to supply maritime radio equipment to the South Korean market.
Products may need to comply with updated certification requirements under South Korea’s KC certification system. Manufacturers may also be required to conduct additional testing to verify compliance with revised limits for frequency stability and spurious emissions.
Companies developing or supplying maritime communication equipment should review their technical specifications to ensure alignment with international recommendations such as ITU-R M.493-16 and ITU-R M.1371-5, which form the basis of the updated requirements.
Strengthening Maritime Safety and International Compliance
By modernizing its maritime radio standards, South Korea aims to enhance the reliability of emergency communication systems and support global maritime safety initiatives.
The RRA is currently collecting feedback from industry stakeholders on the draft amendment. Once finalized, the updated regulations are expected to be adopted in the second half of 2025, marking an important milestone in the evolution of South Korea’s maritime communication framework.
