KATS KC 60335-2-29 Revision Updates Battery Charger Safety Requirements

On 23 December 2025, the Korean Agency for Technology and Standards (KATS) issued Public Notice No. 2025-370, formally announcing the revision of the electrical safety standard KC 60335-2-29, which applies to household and similar electrical appliance battery chargers.
The amendment aligns the Korean standard with IEC 60335-2-29 Edition 5.1 (2019) and introduces important updates to scope, classification, marking, structural design, and testing requirements.

KATS KC 60335-2-29 Revision: Key Technical Changes
The KATS KC 60335-2-29 revision introduces several significant regulatory and technical modifications:
1. Expansion of Scope
Increase of DC output upper limit from 120V to 250V
Clarification that the standard applies to battery chargers integrated into household products
2. Classification of Output Circuit Types
Two charger categories are now defined:
Type 1: Supplied via safety isolating transformer (≤120V output)
Type 2: Supplied via isolating transformer (≤250V output)
Specific output voltage limits now apply depending on charger type.
3. Marking and Instruction Requirements
Clarified indoor-use marking and IEC symbol requirements
Differentiated instruction manual requirements by charger classification
Formalized connection and disconnection procedures for automotive battery chargers
4. Structural and Insulation Requirements
Clear double or reinforced insulation requirements for output circuits
Reference to KS C IEC 61558-2-4 for isolating transformer compliance
5. Updated Testing Criteria
Output voltage limits applied by charger type
Defined permissible output current tolerances
Clarified battery conditions during safety testing
6. Annex AA (Battery Chargers for Children)
Revised indoor marking and protection rating requirements
Clarified Y-type and Z-type supply connection attachments
Entry into Force and Transition Period
The revised standard enters into force immediately upon issuance. However, the previous version of KC 60335-2-29 will remain valid for one year, allowing manufacturers time to transition to the updated requirements.
Manufacturers exporting battery chargers to South Korea should review product design, labeling, transformer configuration, and testing documentation to ensure compliance within the transition period.
