Malaysia SIRIM EMC Immunity Requirements from 5 Nov
Malaysia SIRIM EMC Immunity Requirements: TC T022:2026 Immunity Checks Start 5 November 2026
Malaysia SIRIM EMC immunity requirements will be fully enforced from 5 November 2026. On 13 October 2026, SIRIM QAS International, the certifying agency for communications equipment under the Malaysian Communications and Multimedia Commission (MCMC), announced that the electromagnetic compatibility (EMC) requirements in MCMC MTSFB TC T022:2026 include both emission and immunity. From that date, immunity becomes part of the type approval assessment, with its own evaluation fee and a new route for renewals.
Background: the TC T022:2026 baseline code
MCMC MTSFB TC T022:2026, Communications Equipment Baseline Requirements, was registered as an MCMC technical code on 5 May 2026. It gathers the horizontal requirements that apply across many equipment types, such as product marking, electrical safety, power supply and EMC, so that product codes like the short range device specification can point to it instead of repeating them. GMA Labs covered the code's publication in June. Approvals already granted under the EMC scope were assessed on emission. The 13 October announcement sets the date when immunity is checked too.
Key Changes in the Malaysia SIRIM EMC Immunity Requirements
Immunity joins emission in the assessment
SIRIM says the EMC requirements of TC T022:2026 "encompass both emission and immunity requirements", with full implementation on 5 November 2026. Equipment that falls under the code's EMC scope will need evidence of immunity compliance, not just emission test results.
New evaluation fee
The EMC emission evaluation fee stays at RM300. An additional RM500 applies to the immunity evaluation when compliance is shown with a test report from an external laboratory. There's no extra immunity fee when the report comes from a SIRIM laboratory.
Renewals move to Parallel by Comparison
Existing Type Approvals certified under the EMC scope, and now subject to the immunity requirements, can no longer be renewed through the normal process. Holders must file a Parallel by Comparison (PBC) application. Because emission was already assessed for the existing approval, SIRIM will only evaluate immunity under the PBC application, at the same fees as new applications.
Reports must cover immunity
If the EMC test report submitted doesn't cover the applicable immunity requirements, the device has to be tested for immunity to the applicable standards.

What This Means for Manufacturers
Applications filed from 5 November 2026 for equipment in the EMC scope of TC T022:2026 need immunity evidence in the file.
Older EMC reports that only show emission results won't be enough, so check what your existing reports actually cover.
Plan for the RM500 immunity fee if your reports come from a lab other than SIRIM's, and build it into renewal budgets.
Renewals of current EMC-scope approvals won't go through the usual route. Expect a PBC application and allow extra time.
If you work through the agency in Malaysia, share your renewal list early so PBC applications can be lined up before approvals expire.
Certification Impact Summary
Area | Before | After | Impact level |
EMC assessment | Emission evaluated for type approval | Emission and immunity under TC T022:2026 | High |
Emission evaluation fee | RM300 | RM300 (unchanged) | Low |
Immunity evaluation fee | None | RM500 with an external lab report; no extra fee with a SIRIM lab report | Medium |
Renewal of EMC-scope approvals | Normal renewal process | Parallel by Comparison application, immunity only | High |
Test reports | Emission report accepted | Report must cover immunity, or the device is tested | High |

Required Actions for Manufacturers
List the products you sell in Malaysia that fall under the EMC scope of TC T022:2026.
Check whether your current EMC test reports include immunity results.
Arrange immunity testing where reports only cover emission.
Decide whether to use a SIRIM laboratory or an external lab, taking the RM500 fee into account.
Map upcoming renewals and prepare PBC applications for approvals in the EMC scope.
Submit pending new applications with complete immunity evidence to avoid queries after 5 November.
Conclusion
The Malaysia SIRIM EMC immunity requirements turn a code published in May into a practical test for type approval files from 5 November 2026. Manufacturers that review their EMC reports and renewal calendar now can avoid delays and surprise fees.
