Malaysia has a comprehensive product compliance framework enforced through national standards, mandatory certification schemes, and sector-specific regulatory bodies. The country emphasizes consumer safety, technical quality, and regulatory alignment with both ASEAN and international standards (ISO, IEC, Codex).
Key Authorities:
Department of Standards Malaysia (DSM) – Oversees development and promotion of Malaysian Standards (MS) and accredits testing and certification bodies.
SIRIM QAS International – The leading conformity assessment body, authorized to issue various certifications and product approvals.
Ministry of Health (MOH) – Regulates pharmaceuticals, cosmetics, medical devices, food safety, and supplements.
Malaysian Communications and Multimedia Commission (MCMC) – Handles type approval and spectrum management for telecom and RF equipment.
Royal Malaysian Customs Department – Verifies import documentation and ensures compliance with import control regulations.
Key Compliance Elements:
SIRIM Certification:
Mandatory for products such as:
Electrical appliances
Gas appliances
Building materials
Automotive components
Certification involves product testing at SIRIM-approved labs and issuance of the SIRIM label or safety mark.
Manufacturers/importers must register and obtain an Approval Letter before importation.
Medical Product Registration (MOH):
Required for:
Pharmaceuticals (via the Drug Control Authority)
Medical devices (via the Medical Device Authority)
Cosmetics (via the National Pharmaceutical Regulatory Agency – NPRA)
Health supplements and food (depending on classification)
Registration includes submission of dossiers, safety data, manufacturing licenses, and labeling samples.
Telecom Type Approval (MCMC/SIRIM):
All wireless and telecom equipment must be type approved by SIRIM on behalf of MCMC.
CE or FCC reports may support the application, but local testing is often required.
Approved products receive a Certificate of Conformity and must display a MCMC label.
Labeling Requirements:
Labels must be in Bahasa Malaysia (or bilingual) and include:
Product name
Manufacturer/importer details
Country of origin
Instructions for use and safety warnings
Expiry date or batch number (if applicable)
Certification mark (e.g., SIRIM, MCMC, MOH ID)
Import Control:
Imports of regulated products require:
Certification (SIRIM, MCMC, MOH, etc.)
Certificate of origin
Invoice and packing list
Import permit (for restricted goods)
Market Surveillance:
Carried out by MOH, SIRIM, and domestic trade enforcement divisions.
Non-compliant goods are subject to seizure, recall, or fines.
