Lebanon TRA Reforms Telecom Equipment Certification

The Telecommunications Regulatory Authority (TRA) of Lebanon has officially assumed full responsibility for the type approval of telecommunications and radio equipment, replacing the former authority of the Ministry of Telecommunications (MoT).
This structural shift significantly reshapes the Lebanon type approval regulation framework, introducing immediate procedural and compliance changes affecting manufacturers, importers, and distributors.
There is no transition period. The new requirements are effective immediately.

Key Changes Under the Lebanon Type Approval Regulation

Type Approval Certificates are no longer permanent. All newly issued certificates will be valid for two years, requiring periodic renewal.
This change introduces ongoing compliance management obligations and increases regulatory oversight over product lifecycle status.
2. Immediate Invalidation of MoT Certificates
All certificates previously issued by the Ministry of Telecommunications are now invalid.
Products that were approved under MoT must be reapplied for under TRA authority if they are to be imported or sold in Lebanon. No grace period has been granted.
This creates urgent re-certification requirements for active product portfolios.
3. Importer-Based Certification Requirement
Although manufacturers may still obtain Type Approval Certificates, any entity intending to import products into Lebanon must:
Hold a valid import license
Obtain a Type Approval Certificate issued in its own name
Importation is prohibited unless both conditions are met. This reinforces importer accountability within the Lebanon type approval regulation framework.
4. Sample Inspection Authority
TRA may request a product sample during the review process. The sample must be provided for inspection and will be returned after assessment.
Companies should prepare for potential logistical coordination during certification review.
5. Conditional Exemption for Non-RF Devices
Non-RF devices that cannot directly connect to public telecommunications networks will be exempt from certification requirements. This includes certain:
Ethernet-based equipment
Fiber optic interface devices
However, until TRA formally circulates the exemption list to customs authorities, importers must:
Submit a Type Approval application
Obtain an official TRA exemption letter
Present the exemption letter to customs for clearance
Procedural verification remains mandatory even for potentially exempt products.
6. Mandatory TRA Conformity Label
TRA has introduced a new official conformity label.
Importers must:
Purchase the label directly from TRA after certificate issuance
Affix the label to products prior to importation
Failure to comply with labeling requirements may result in customs rejection or enforcement measures.
