The Philippines has a mature and sector-specific product compliance framework governed by mandatory national technical regulations, import certification, and product registration systems. The country uses Philippine National Standards (PNS), many of which are harmonized with ISO, Codex, and ASEAN frameworks, and maintains strict regulatory control over electrical products, medical devices, food, and telecom equipment.
Key Authorities:
Department of Trade and Industry – Bureau of Philippine Standards (DTI-BPS) – Develops PNS, enforces mandatory product certification, and coordinates market surveillance.
Food and Drug Administration (FDA Philippines) – Regulates pharmaceuticals, medical devices, food supplements, cosmetics, and other health-related products.
National Telecommunications Commission (NTC) – Handles type approval, licensing, and spectrum management for telecom and RF equipment.
Bureau of Customs (BOC) – Enforces import compliance and border control procedures.
Key Compliance Elements:
Mandatory Certification (DTI-BPS):
Products covered include:
Electrical appliances (e.g., TVs, lamps, cords)
Cement and construction materials
Steel bars and LPG cylinders
Two main schemes:
Import Commodity Clearance (ICC) for imported products
Philippine Standard (PS) mark for locally manufactured goods
Requires:
Product testing by BPS-recognized laboratories
Certificate of Conformity (CoC)
Labeling and factory audit (for PS-marked goods)
Product Registration (FDA Philippines):
Required for:
Drugs and vaccines
Medical devices (classified I to IV)
Food supplements, processed food
Cosmetics and personal care items
Requires:
Product dossier
Safety and efficacy data
GMP certificate
Certificate of free sale
Labeling in English or Filipino
FDA Center for Device Regulation (CDRRHR) approval (for medical devices)
Telecom Type Approval (NTC):
All RF and telecom equipment must be type approved before import or sale.
Requires:
Test reports (CE or FCC accepted as support)
Technical documentation and photos
Local representative to file the application
Approved products must be labeled with the NTC approval code.
Labeling Requirements:
Labels must be in English or Filipino, and include:
Product name
Manufacturer/importer contact
Country of origin
Usage instructions and warnings
Expiry/batch number (if applicable)
Registration number or NTC approval code (if regulated)
Import Oversight:
Importers must provide:
ICC or PS license (for DTI-regulated products)
FDA registration certificate (for health products)
NTC certificate (for telecom equipment)
Certificate of origin
Invoice and packing list
Market Surveillance:
Conducted by DTI-BPS, FDA, NTC, and customs to ensure post-market compliance. Non-compliant goods may be seized, recalled, or fined.
