Key Authorities:

  • Netherlands Standardization Institute (NEN) – Coordinates the adoption of European (EN) and international standards (ISO, IEC) as Dutch standards (NEN standards).

  • Dutch Food and Consumer Product Safety Authority (NVWA) – Oversees consumer safety, food compliance, cosmetics, and CE-marked product enforcement.

  • Medicines Evaluation Board (CBG-MEB) – Regulates pharmaceuticals, medical devices, and health supplements, in coordination with EU systems.

  • Authority for Digital Infrastructure (formerly Radiocommunications Agency Netherlands) – Handles telecom/RF equipment regulation under EU RED requirements.

  • Dutch Customs (Belastingdienst Douane) – Verifies import documentation and EU compliance for goods entering the Netherlands.


Key Compliance Elements:

  • CE Marking:

    • Required for all products regulated by EU directives such as:

      • Electrical and electronic equipment

      • Toys

      • Machinery

      • Medical devices

      • Construction products

    • Products must be accompanied by a Declaration of Conformity (DoC) and technical documentation proving compliance with EU harmonized standards.

  • Product Registration:

    • Required for:

      • Medicines and vaccines (via CBG-MEB or the European Medicines Agency)

      • Medical devices (via EUDAMED)

      • Cosmetics and food supplements (via CPNP portal and national health authorities)

    • Registration includes documentation review, GMP/ISO certification, and labeling verification.

  • Telecom and RF Equipment:

    • Must comply with the EU Radio Equipment Directive (RED).

    • No separate national type approval is required if the product is CE-marked and fully compliant with RED requirements.

  • Labeling Requirements:

    • Labels must be in Dutch (or bilingual Dutch/English) and include:

      • Product name

      • Manufacturer/importer contact

      • Country of origin

      • CE mark (if applicable)

      • Usage instructions and safety warnings

      • Expiry or batch number (if required)

  • Environmental Compliance:

    • The Netherlands enforces all relevant EU directives on:

      • RoHS (restriction of hazardous substances)

      • WEEE (electronic waste)

      • REACH (chemical safety)

      • Eco-design and energy labeling

    • Producers may need to register with compliance schemes for packaging, batteries, and electronics.
