The country operates a Verification of Conformity (VoC) program for imports and emphasizes technical safety and consumer protection.


Key Authorities:

  • Institut Marocain de Normalisation (IMANOR) – Develops and publishes Moroccan Standards (NM), harmonized with ISO, IEC, and European standards.

  • Ministry of Industry and Trade (MICEN) – Oversees implementation of technical regulations, conformity assessment policies, and market surveillance.

  • Ministry of Health and Social Protection – Regulates pharmaceuticals, medical devices, cosmetics, and food products, including registration and licensing.

  • National Telecommunications Regulatory Agency (ANRT) – Manages type approval and spectrum licensing for telecom and RF equipment.

  • Moroccan Customs (ADII) – Verifies compliance documents at the border and enforces the Verification of Conformity (VoC) program.


Key Compliance Elements:

  • Verification of Conformity (VoC):

    • Applies to selected regulated imports such as:

      • Electrical and electronic products

      • Construction materials

      • Toys

      • Automotive parts

    • Products must be certified by an authorized third-party body (e.g., SGS, Bureau Veritas) in the exporting country.

    • A Certificate of Conformity (CoC) must be presented at customs.

  • Product Registration:

    • Required for:

      • Medicines and vaccines

      • Medical devices

      • Cosmetics and food supplements

    • Handled by the Ministry of Health, which requires:

      • Product dossier

      • GMP/ISO certification

      • Labels in Arabic and French

      • Certificates of analysis and free sale

  • Telecom Type Approval (ANRT):

    • All telecom and RF devices must be type approved.

    • CE or FCC test reports may support the application, but local approval is mandatory before sale or importation.

    • Approved devices are listed in the ANRT public registry.

  • Labeling Requirements:

    • Labels must be in Arabic, and may also include French, and must show:

      • Product name

      • Country of origin

      • Manufacturer/importer contact

      • Usage instructions and warnings

      • Expiry/batch number (if applicable)

      • VoC or registration number (for regulated goods)

  • Import Oversight:

    • Required documents include:

      • Certificate of Conformity (CoC)

      • Product registration certificate (for health/food items)

      • Certificate of origin

      • Invoice and packing list

      • Telecom type approval (if applicable)

  • Market Surveillance:

MICEN, ANRT, and health authorities conduct post-market inspections and sampling. Non-compliant goods may be fined, withdrawn, or destroyed.
