Mauritius has a well-developed product compliance system based on mandatory standards, import quality control, and sector-specific registration. The country aligns many of its rules with international standards (ISO, IEC, Codex) and participates actively in regional harmonization through COMESA and SADC.


Key Authorities:

  • Mauritius Standards Bureau (MSB) – National standards body that develops Mauritian Standards (MS) and operates conformity assessment programs.

  • Ministry of Health and Wellness – Regulates pharmaceuticals, cosmetics, food products, and medical devices, including import permits and product registration.

  • Information and Communication Technologies Authority (ICTA) – Manages telecom type approval, licensing, and spectrum regulation.

  • Mauritius Revenue Authority (MRA – Customs) – Verifies import documentation, ensures compliance with national regulations, and manages restricted goods entry.


Key Compliance Elements:

  • Standards and Certification:

    • Certain products must comply with mandatory standards, such as:

      • Electrical appliances

      • Cement and construction materials

      • Packaged food and beverages

      • LPG cylinders and fittings

    • Certification or Certificate of Conformity (CoC) may be required prior to customs clearance.

    • Products may be tested by MSB laboratories or recognized foreign labs.

  • Product Registration:

    • Required for:

      • Pharmaceuticals and vaccines

      • Medical devices

      • Food supplements and cosmetics

    • Handled by the Ministry of Health, requiring:

      • Dossiers including test reports, GMP certificates

      • Product samples and labeling

      • Certificate of free sale (from country of origin)

  • Telecom Type Approval (ICTA):

    • All RF and telecom devices must be type approved.

    • CE/FCC certifications may be accepted to support approval, but local registration with ICTA is mandatory before import or sale.
