Lesotho’s product compliance system is in development, with a focus on public health, basic consumer protection, and import quality control. As a member of the Southern African Development Community (SADC) and SACU (Southern African Customs Union), Lesotho works toward regional harmonization of standards and often adopts or recognizes South African and international standards.
Key Authorities:
Ministry of Trade, Industry, Business Development and Tourism – Oversees trade regulations, import licensing, and standards policy.
Lesotho Standards Institution (LSI) – Under development; expected to become the national standards and conformity assessment body.
Ministry of Health – Regulates pharmaceuticals, food products, cosmetics, and medical devices, including registration and quality assurance.
Lesotho Communications Authority (LCA) – Regulates telecom and radio equipment, including frequency use and device approval.
Lesotho Revenue Authority (LRA) – Customs body that enforces import documentation, tariffs, and restricted product rules.
Key Compliance Elements:
Standards and Certification:
Lesotho does not yet have a national conformity mark but recognizes:
SABS (South African Bureau of Standards) certifications
International standards (ISO, Codex, IEC)
Imports from South Africa are widely accepted without additional certification.
Product Registration:
Required for:
Pharmaceuticals and vaccines
Medical devices
Cosmetics and food supplements
Managed by the Ministry of Health, and typically requires proof of registration in the country of origin, safety data, and labeling samples.
Telecom Type Approval:
Telecom and RF devices must be approved by the LCA.
Type approval involves technical document submission and spectrum compatibility checks.
CE or FCC-certified products may be accepted with supporting evidence.
Labeling Requirements:
Labels must be in English and include:
Product name
Manufacturer/importer details
Usage instructions and warnings
Country of origin
Expiry date or batch number (if applicable)
Safety markings or certification references (if required)
Import Oversight:
Imports require:
Invoice and packing list
Certificate of origin
Registration certificates (for regulated goods)
South African or international certification (if available)
Customs may inspect goods for quality and documentation compliance.
