Kyrgyzstan has a formalized product compliance system built around its membership in the Eurasian Economic Union (EAEU). Most regulated products must comply with EAEU Technical Regulations (TR CU / TR EAEU) and be marked with the EAC conformity mark for sale or import. National-level health and telecom regulations also apply to specific categories.

Key Authorities:

  • Center for Standardization and Metrology under the Ministry of Economy and Commerce – Oversees adoption of national and EAEU standards, and coordinates certification processes.

  • Department of Medicines and Medical Products (DRA) – Regulates pharmaceuticals, cosmetics, food supplements, and medical devices, including registration and licensing.

  • State Communications Agency – Handles type approval for telecom and radio equipment.

  • Kyrgyz Customs Service – Verifies documentation and conformity with technical regulations for all imports.

Key Compliance Elements:

  • EAC Certification:

    • Products under EAEU Technical Regulations must obtain either a:

      • Declaration of Conformity (DoC) or

      • Certificate of Conformity (CoC)

    • Once approved, products must bear the EAC mark to enter the market.

    • Regulated categories include:

      • Low-voltage electrical equipment

      • Machinery

      • Toys

      • Food and cosmetics

      • PPE

      • Medical devices (where applicable)

  • Product Registration:

    • Required for pharmaceuticals, medical devices, cosmetics, and supplements via the DRA.

    • Registration involves safety and efficacy documentation, labeling review, and foreign GMP or ISO certificates.

  • Telecom Type Approval:

    • All RF and telecom equipment must receive type approval from the State Communications Agency.

    • CE/FCC reports may assist the process, but local registration is mandatory.

  • Labeling Requirements:

    • Labels must be in Russian and Kyrgyz, and include:

      • Product name

      • Country of origin

      • Manufacturer/importer details

      • EAC mark (if applicable)

      • Expiry or shelf-life date (where required)

      • Usage instructions and safety warnings

  • Import Oversight:

    • At the border, customs requires:

      • EAC Certificate/DoC

      • Registration certificates (for health products)

      • Invoice and packing list

      • Certificate of origin

      • Technical documentation for telecom devices
