Jamaica has a well-developed product compliance and quality infrastructure, particularly in areas of consumer protection, mandatory standards, and health regulation. As a member of CARICOM, Jamaica also aligns many of its standards regionally through CROSQ.
Key Authorities:
Bureau of Standards Jamaica (BSJ) – Develops national standards, conducts conformity assessments, product inspections, and operates certification schemes (e.g., JBS Mark).
Ministry of Health and Wellness (MoHW) – Regulates food safety, pharmaceuticals, medical devices, and cosmetics. Also manages product registration and post-market surveillance.
Consumer Affairs Commission (CAC) – Enforces fair trading practices, price monitoring, and consumer complaints.
Jamaica Customs Agency – Verifies that imported goods comply with local standards and import documentation.
Key Compliance Elements:
Mandatory Standards and Certification:
BSJ enforces mandatory standards for categories like electrical appliances, food products, cement, and packaging.
Some products must be certified and bear the BSJ Certification Mark (JBS mark) to be sold in Jamaica.
Conformity may require product testing and factory audits.
Product Registration:
Required for pharmaceuticals, supplements, cosmetics, and food products.
Products must be registered with the MoHW, including submission of formulation data, labeling, certificates of analysis, and GMP certification.
Labeling Requirements:
Labels must be in English, and include:
Product name
Ingredients/composition
Net content
Manufacturer/importer information
Country of origin
Usage instructions
Expiry/batch number (if applicable)
Safety warnings (if relevant)
Import Controls:
For certain product categories (e.g., pharmaceuticals, processed foods, chemicals), import permits or licenses are required.
Customs requires:
Invoice
Certificate of origin
Product registration or health certificate (if applicable)
BSJ inspection or release certificate (for regulated goods)
Market Surveillance:
The BSJ and CAC conduct inspections, spot testing, and enforce recalls or sanctions for non-compliant products.
