1. Agence Gabonaise de Normalisation (AGANOR)

AGANOR is the national standards body responsible for developing, implementing, and enforcing technical standards and conformity assessment procedures across all product sectors.


2. Direction Générale de la Concurrence, de la Consommation et de la Répression des Fraudes (DGCCRF)

DGCCRF in Gabon enforces market surveillance, fair trade practices, and consumer protection, including oversight of labeling and retail product safety.


3. Ministry of Health

Responsible for ensuring the safety and quality of pharmaceuticals, medical devices, food products, and cosmetics. Products in these categories must meet specific health and labeling regulations before market access.


4. Customs Directorate

The customs authority enforces product compliance at the border by requiring conformity certificates and checking labeling and documentation.


Product Certification and Compliance Requirements

  • Programme Gabonais d’Évaluation de la Conformité (PROGEC): Gabon enforces a pre-shipment conformity assessment program under PROGEC. It requires that certain regulated products be inspected and certified before export. A Certificate of Conformity (CoC) is mandatory for customs clearance.

  • Standards Compliance: Products must comply with Gabonese standards set by AGANOR or equivalent international standards where applicable. This includes electrical products, building materials, food items, and consumer goods.

  • Health Product Registration: Pharmaceuticals, cosmetics, food supplements, and similar items must be registered with the Ministry of Health. The registration process includes safety documentation, labeling review, and in some cases, local representation.

  • Labeling Requirements: Products must be labeled in French, and labels must include:

    • Product name

    • Manufacturer/importer name and contact

    • Country of origin

    • Net content or volume

    • Instructions for use

    • Production and expiration dates (if applicable)

    • Safety warnings

  • Environmental Compliance: Products with environmental impact (e.g., electronics, batteries, chemicals) may be subject to national controls and recycling or hazardous substance restrictions.

  • Market Surveillance: Authorities conduct post-market checks and inspections to ensure products comply with applicable regulations. Non-conforming products may be seized, recalled, or subject to penalties.
