1. Instituto Dominicano de la Calidad (INDOCAL)

INDOCAL is the national standards body responsible for developing, promoting, and applying technical standards. It handles conformity assessment, certification, and labeling standards across product categories.


2. Dirección General de Aduanas (DGA)

The customs authority that ensures all imported goods meet legal and regulatory requirements. It reviews compliance documentation during the import process and may coordinate with other regulatory bodies.


3. Instituto Dominicano de las Telecomunicaciones (INDOTEL)

INDOTEL regulates telecommunications equipment and services, including the type approval process for radiofrequency and wireless devices.


4. Ministerio de Salud Pública

This ministry is responsible for regulating pharmaceuticals, cosmetics, food, and medical devices. It manages the health registration and safety evaluation of these products.


5. Ministerio de Agricultura

Oversees food safety, agricultural inputs, plant protection, and animal health, ensuring the quality and sanitary compliance of agricultural goods.


6. Pro Consumidor (Instituto Nacional de Protección de los Derechos del Consumidor)

This agency enforces consumer protection laws and monitors the safety and proper labeling of consumer goods.


Product Certification and Compliance Requirements

  • Product Registration: Products in sectors like food, cosmetics, medicines, and medical devices must be registered with the Ministry of Public Health. The process includes technical file reviews and may involve product testing.

  • Conformity Assessment: Many goods require a Certificate of Conformity issued by an accredited body or INDOCAL. Conformity assessment may include testing, factory inspections, and document verification.

  • Type Approval for Telecom Equipment: Wireless and telecom products must be approved by INDOTEL before being imported or distributed in the country.

  • Labeling Requirements: All products must include labels in Spanish, indicating the product name, manufacturer/importer information, country of origin, usage instructions, safety warnings, net contents, and expiration date when applicable.

  • Technical Standards: Products must comply with mandatory Dominican standards (NORDOM) where applicable. These standards cover sectors such as electrical appliances, construction materials, food, and personal care items.

  • Import Controls: Importers must submit appropriate documents such as commercial invoices, certificates of origin, certificates of conformity, and product registrations to customs authorities.

  • Market Surveillance: Government agencies conduct periodic checks in the marketplace to ensure that products comply with national regulations. Non-compliant products may be removed from sale or penalized.
