ANM is the national body responsible for standardization, metrology, certification, and quality control in Benin. It develops and disseminates national standards, coordinates conformity assessments for non-food products, and issues certifications for imports and exports. ANM also aligns Benin's standards with international organizations like ISO and regional bodies such as WAEMU and ECOWAS.
2. Agence Béninoise de la Sécurité Sanitaire des Aliments (ABSSA)

3. Direction des Pharmacies, du Médicament et des Explorations Diagnostiques (DPMED)
DPMED, under the Ministry of Health, regulates pharmaceutical products and medical devices. It is responsible for the conformity assessment and certification of locally made and imported pharmaceutical products, ensuring they meet safety and efficacy standards.
4. Direction de l'Alimentation et de la Nutrition Appliquée (DANA)
DANA focuses on the safety and quality of imported food products. It conducts conformity assessments and certifications to ensure that imported foods comply with Benin's health and safety regulations.
5. Ministry of Agriculture, Livestock, and Fisheries (MAEP)

Product Certification and Compliance Requirements
Standards and Labeling: Products must adhere to national standards for labeling, packaging, and metrology. Labels should include product name, manufacturer details, country of origin, storage instructions, net weight/volume, list of contents, nutritional information, production and expiration dates, and lot identification. Labels must be in French, and products labeled according to standards from recognized international bodies are generally accepted.
Conformity Assessment: Depending on the product category, conformity assessments are conducted by the relevant agencies (ANM, ABSSA, DPMED, or DANA). These assessments may include testing, inspections, and certification processes to verify compliance with applicable standards.
Accreditation: The aforementioned agencies are authorized to issue certifications for imports and exports. Pharmaceutical products are tested by Benin’s Pharmaceutical Products Control Office, and test certificates from established foreign laboratories are accepted.
Publication of Technical Regulations: Technical regulations and standards are published in the state-owned newspaper “La Nation,” serving as the national gazette for such publications.
