On 17 January 2026, the Ministry of Industry and Trade (MOIT) issued Circular 01/2026/TT-BCT under the framework of Government Decree 26/2026/ND-CP, introducing updated compliance requirements for hazardous substances in goods and services.
The new regulation strengthens the Vietnam hazardous chemical declaration system by establishing clearer obligations for importers and expanding transparency requirements across supply chains.
Vietnam Hazardous Chemical Declaration Requirements Under Circular 01/2026/TT-BCT
The Circular applies to goods containing hazardous chemicals listed in Appendix XIX. Importers must declare chemical content before products are placed on the Vietnamese market, particularly where no specific chemical technical standards apply.
This measure enhances regulatory oversight and ensures improved consumer awareness regarding hazardous substances in products.

Importer Obligations and Public Disclosure
To comply with the Vietnam hazardous chemical declaration framework, importers must:
Submit chemical declarations via the Government Chemical Database:http://chemicaldata.gov.vn
Publicly disclose hazardous chemical information, including:
Names of hazardous substances
Concentration levels
Recommendations or limitations for safe use
This information must be accessible through company websites, product manuals, or product labeling.
Specific Requirements for Electronic Products
For electronic goods, the Circular establishes declaration thresholds for certain hazardous substances:
Cadmium (Cd): 0.01% by weight
Chromium (VI) compounds: 0.1% by weight
Lead (Pb): 0.1% by weight
These limits align with international hazardous substance control practices and reinforce transparency obligations for electronics entering Vietnam.
