Indonesia Opens Consultation on 5G BWA Technical Standards for the 3.3 GHz Band
Indonesia's Ministry of Communication and Digital Affairs (Komdigi) has published a draft Ministerial Decree setting technical standards for 5G Broadband Wireless Access (BWA) equipment operating in the 3.3 GHz band, and opened it for public consultation. The draft a Rancangan Keputusan Menteri (RKM) issued through the Directorate General of Digital Infrastructure (DJID) on 31 July 2026 establishes conformity requirements for both Subscriber Stations and Base Stations before the standard is finalised and enforced.
For manufacturers, importers, and certification bodies preparing IMT-2020 equipment for the Indonesian market, this is a prospective instrument that has not yet taken effect. The comment window is short: written submissions are due to Komdigi by 14 August 2026.
What the draft covers
The instrument is formally titled the Draft Ministerial Decree on Technical Standards for Telecommunications Equipment and/or Broadband Wireless Access Telecommunications Devices Based on the International Mobile Telecommunications-2020 (IMT-2020) Technology Standard in the 3.3 GHz Radio Frequency Band. It is issued to execute Articles 34(1) and 37(1) of Government Regulation (PP) No. 46 of 2021 on Post, Telecommunications, and Broadcasting, which require any telecommunications equipment made, assembled, imported for trade, or used in Indonesia to meet technical standards set by the Minister.
Komdigi states the draft fills a regulatory gap: earlier rules did not yet accommodate technical standards for 5G (IMT-2020) BWA devices operating specifically in the 3.3 GHz range. The draft carries two annexes detailing the equipment specifications and operational limits.
Scope of the Indonesia 5G BWA 3.3 GHz standard
The draft addresses a narrow, clearly defined slice of spectrum and two device classes. Both Subscriber Stations and Base Stations are specified to operate within 3300–3312.5 MHz using Time Division Duplex (TDD), with a maximum channel bandwidth of 10 MHz.
Subscriber Station (SS) requirements
The draft sets the following requirements for Subscriber Station BWA 5G equipment:
Operation in 3300–3312.5 MHz (TDD), maximum 10 MHz channel bandwidth.
Maximum transmitter output power of 23 dBm, with a tolerance of +3/−4 dB.
Power supply via a wired connection to mains electricity or Power over Ethernet (PoE); battery power is expressly prohibited.
Base Station (BS) requirements
For Base Station BWA 5G equipment, the draft specifies Type 1-C devices intended for Micro Cell deployment scenarios:
Operation in 3300–3312.5 MHz, maximum 10 MHz channel bandwidth.
4T4R transmitter configuration.
Maximum output power of 5 watts per port.
Certification applicants must submit a test report in which testing was performed with an integrated or external filter. Unwanted emission and spurious emission test methods are specified in detail to prevent signal leakage into adjacent services.
Antenna, safety, and EMC provisions
Antenna: Antennas working with BS BWA 5G equipment are limited to a maximum gain of 18 dBi and must meet the technical standard for IMT base station antennas.
Electrical safety: All equipment (SS and BS) must meet the risk-based electrical safety standards SNI IEC 62368-1 and/or SNI IEC 60950-1.
EMC emissions: All equipment must comply with SNI CISPR 32 and/or the ETSI EN 301 489 series for electromagnetic compatibility emissions.
Deferred provisions: EMC immunity requirements and non ionizing radiation limits are not set here Komdigi indicates these will be governed by a separate Ministerial Decree.

What this means for manufacturers
This is a draft under consultation, not an enforceable standard. No new type approval obligation exists today. However, once the RKM is finalised as a Keputusan Menteri, it will become the technical standard against which 3.3 GHz IMT-2020 BWA equipment is certified for the Indonesian market so it is directly relevant to certification planning, not merely a spectrum allocation notice.
Several points deserve attention now:
The band is very narrow. Although the instrument is described as covering "the 3.3 GHz band," the regulated sub range is only 3300–3312.5 MHz a 12.5 MHz slice at the lower edge of the band. Product roadmaps should be scoped accordingly and not assume the full 3.3–3.4 GHz range is addressed.
This is a distinct instrument. It should not be confused with Ministerial Decree No. 204 of 2025, which set IMT-2020 BWA technical standards for the n50 band (1432–1517 MHz) and has been in force since 23 May 2025. The 3.3 GHz draft is a separate standard for a different band.
The filter and emission requirements are the sharp edge for BS certification. Base Station test reports must reflect testing with an integrated or external filter, and the emission methodology is prescriptive. Labs and applicants should confirm test setup compatibility early.
The consultation window is the opportunity to influence the text. Stakeholders operators, manufacturers, test labs, and certification bodies can submit written comments before the parameters are locked in.
