India BIS Migration to IS/IEC 62368-1:2023

The Bureau of Indian Standards (BIS) has issued new implementation guidelines on 09 March 2026, introducing a major update to product safety standards under the Compulsory Registration Scheme (CRS). This update is aligned with the regulatory framework established by the Ministry of Electronics and Information Technology (MeitY).

The transition to the new standard IS/IEC 62368-1:2023 represents a significant shift in how BIS CRS certification is obtained and maintained for electronic and IT equipment in India.


BIS CRS Certification and Transition to IS/IEC 62368-1:2023


Under the updated regulatory framework, IS/IEC 62368-1:2023 replaces the existing standards:

  • IS 13252 (Part 1):2010

  • IS 616:2017


These standards previously governed safety requirements for a broad range of products, including laptops, televisions, mobile phones, audio/video equipment, and power supplies.

The migration to the new standard is now a critical requirement for maintaining valid BIS CRS certification.


Transition Timeline and Compliance Deadline


BIS has established a concurrent running period allowing both old and new standards to coexist until 01 November 2028.

During this transition period:

  • Manufacturers can continue using existing standards

  • Migration to IS/IEC 62368-1:2023 is mandatory before the deadline


After this date:

  • Legacy standards will be withdrawn

  • Compliance with IS/IEC 62368-1:2023 will become compulsory for all BIS CRS certification processes


Failure to comply may result in licence cancellation or rejection of certification applications.

Key Requirements for Existing Licensees


Companies holding valid licences under the BIS CRS must take proactive steps to ensure continued compliance:


  • Submit updated test reports from BIS-recognized laboratories

  • Implement the new standard across all registered models

  • Provide declarations confirming compliance for product series

  • Ensure alignment with additional applicable standards where required


Non-compliance by the deadline may lead to suspension or cancellation of licences.


Requirements for New Applications


For new applicants seeking BIS CRS certification, the following rules apply:


  • Applications may still be submitted under existing standards during the transition period

  • A formal commitment to adopt IS/IEC 62368-1:2023 is required

  • After 01 November 2028, only applications compliant with the new standard will be accepted


Early transition is recommended to reduce compliance risks and avoid delays.
