  • Ministry of Consumer Affairs and Regional Market Surveillance Authorities – Enforces consumer protection laws, CE marking compliance, and market surveillance.

  • Ministry of Economic Affairs and Digital Transformation (Secretariat of State for Telecommunications) – Oversees telecom and RF equipment compliance, ensuring adherence to the Radio Equipment Directive (RED).

  • Spanish Customs and Excise (Agencia Tributaria) – Enforces import controls and verifies regulatory compliance at points of entry.


Key Compliance Elements:

  • CE Marking & EU Compliance:

    • Required for regulated product categories, including:

      • Electrical and electronic devices

      • Machinery, construction products, toys, and PPE

      • Medical devices and health products

    • Products must:

      • Bear the CE mark

      • Be supported by a valid Declaration of Conformity (DoC)

      • Include complete technical documentation in accordance with applicable EU directives

  • Product Registration (AEMPS):

    • Required for:

      • Medicines and vaccines (via AEMPS or EMA)

      • Medical devices (via EUDAMED)

      • Cosmetics and food supplements (via EU portals, such as CPNP for cosmetics)

    • Products registered at the EU level are valid for Spain without additional local registration.

  • Telecom Equipment:
