Key Authorities:

  • Qatar General Organization for Standardization (QS) – Develops and enforces Qatari standards, harmonized with GSO and international standards.

  • Ministry of Public Health (MoPH) – Regulates pharmaceuticals, medical devices, food supplements, and cosmetics, including product registration.

  • Communications Regulatory Authority (CRA) – Manages type approval, spectrum licensing, and telecom compliance.

  • Qatar Customs – Controls import compliance and documentation verification at entry points.


Key Compliance Elements:

  • Gulf Conformity Mark (G-mark):

    • Mandatory for:

      • Low-voltage electrical equipment

      • Children’s toys

    • Products must be tested against GSO technical regulations and certified by a GSO Notified Body.

    • A G-mark must be affixed and supported by a Gulf Type Examination Certificate and a Declaration of Conformity.

  • Product Registration (MoPH):

    • Required for:

      • Medicines and vaccines

      • Medical devices and diagnostics

      • Food supplements and cosmetics

    • Includes:

      • Safety and efficacy data

      • GMP certificate or proof of approval from country of origin

      • Labels in Arabic and English

      • Local representative registration

  • Telecom Type Approval (CRA):

    • All telecom, RF, and wireless devices must be approved before import or sale.

    • Requires:

      • CE or FCC reports (accepted as supporting documents)

      • Technical documents and photos

      • Application via CRA’s e-portal

    • Devices must carry a CRA type approval label with a QR code or number.

      • Usage instructions and warnings

      • Expiry/batch number (if applicable)

      • G-mark or CRA approval (if regulated)

  • Import Oversight:

      • Certificate of Conformity or G-mark certificate (if applicable)

      • Product registration certificate (for MoPH-regulated goods)

      • CRA type approval certificate (for telecom)

      • Invoice, packing list, and certificate of origin

  • Market Surveillance:

    • Conducted by QS, MoPH, CRA, and Customs. Random inspections, sampling, and enforcement actions are common. Non-compliant goods may be denied entry, fined, or withdrawn from market.
