Nigeria enforces a comprehensive product compliance system through mandatory standards, pre-market certification, and strong import control, especially for high-risk and mass-consumed goods. The country aligns many of its standards with international frameworks (ISO, Codex, IEC) and leads within ECOWAS on regional regulatory harmonization.
Key Authorities:
Standards Organisation of Nigeria (SON) – Develops and enforces Nigeria Industrial Standards (NIS), oversees certification, market surveillance, and laboratory testing.
National Agency for Food and Drug Administration and Control (NAFDAC) – Regulates pharmaceuticals, food products, cosmetics, and medical devices, including product registration and post-market control.
Nigerian Communications Commission (NCC) – Manages telecom and RF device type approval, licensing, and spectrum allocation.
Nigeria Customs Service (NCS) – Controls border entry and enforces documentation and regulatory compliance.
Key Compliance Elements:
SONCAP (Standards Organisation of Nigeria Conformity Assessment Programme):
Mandatory for regulated imports, including:
Electrical appliances
Building materials
Toys and electronics
Machinery and automotive parts
Process includes:
Product Certificate (PC) – from an approved certification body abroad
SONCAP Certificate (SC) – issued prior to shipment
Inspection at entry by SON or its agents
Products without SONCAP cannot clear customs.
Product Registration (NAFDAC):
Required for:
Medicines and vaccines
Food supplements and processed foods
Cosmetics and medical devices
Registration includes:
Submission of dossiers
GMP certificate
Local agent representation
Labeling in English
Facility audit for foreign manufacturers (in many cases)
Telecom Type Approval (NCC):
All telecom and RF equipment must be approved before importation or marketing.
CE/FCC reports may support applications, but local NCC certification is mandatory.
Approved models are listed in the NCC public database.
Labeling Requirements:
Labels must be in English, and include:
Product name
Country of origin
Manufacturer/importer name and contact
Instructions for use and safety warnings
Expiry date or batch number (where relevant)
NAFDAC or SONCAP number (if applicable)
Import Oversight:
Imports require:
SONCAP Certificate (for SON-regulated goods)
NAFDAC approval number (for food, drugs, cosmetics)
Certificate of origin
Invoice and packing list
Telecom approval certificate (for RF equipment)
Market Surveillance:
SON, NAFDAC, and NCC all conduct market inspections, sampling, and enforcement actions.
Counterfeit or non-compliant goods may be seized, fined, or destroyed.
