  • Libyan Organization for Standards and Metrology (LNCSM) – Develops national standards, approves test methods, and coordinates with international bodies.

  • Ministry of Health – Regulates pharmaceuticals, cosmetics, medical devices, and food supplements, including product registration and import licensing.

  • Telecommunications and Informatics Authority (TIA) – Oversees telecom device approvals and frequency spectrum management.

  • Libya Customs Authority – Enforces import requirements and verifies conformity documentation.


Key Compliance Elements:

  • Standards and Certification:

    • LNCSM adopts national standards based largely on ISO, IEC, and Codex Alimentarius.

    • Some products may require a Certificate of Conformity (CoC) from an approved third-party body or be subject to pre-shipment inspection (PSI).

  • Product Registration:

    • Mandatory for:

      • Pharmaceuticals

      • Food supplements
