Liberia

Land of Liberty

Population:
5.5 million
Capital:
Monrovia
Official Language:
English

Liberia has a growing product compliance framework that focuses on import quality control, public health, and consumer protection. The country is a member of ECOWAS and is working to align its national standards with regional and international norms (e.g., ISO, Codex, IEC). Most products are imported, so the regulatory system emphasizes border inspections and product registration for sensitive goods.

Key Authorities:

  • Liberia Standards Authority (LSA) – Responsible for the development of national standards, conformity assessment, and coordination with international standardization bodies.

  • Ministry of Commerce and Industry (MoCI) – Oversees consumer protection laws, fair trade practices, and labeling regulations.

  • Liberia Medicines and Health Products Regulatory Authority (LMHRA) – Regulates pharmaceuticals, medical devices, cosmetics, and food supplements.

  • Liberia Telecommunications Authority (LTA) – Manages type approval and spectrum control for telecom and wireless equipment.

  • Liberia Revenue Authority (LRA) – Customs agency responsible for import verification, tax collection, and enforcement of product documentation.

Key Compliance Elements:

  • Standards and Certification:

    • Liberia accepts products compliant with international standards (ISO, IEC, Codex) and increasingly refers to ECOWAS regional standards.

    • There is no mandatory national conformity mark yet, but certification or proof of compliance from recognized foreign authorities is often required for regulated goods.

  • Product Registration:

    • Required for:

      • Pharmaceuticals and medical devices

      • Cosmetics and food supplements

      • Vaccines and health-related imports

    • Managed by the LMHRA, which reviews safety data, labeling, and manufacturing certifications.

  • Telecom Type Approval:

    • Wireless and RF devices must be approved by the Liberia Telecommunications Authority.

    • CE or FCC certifications may be accepted, but local registration is mandatory before import or use.

  • Labeling Requirements:

    • Labels must be in English and include:

      • Product name

      • Manufacturer/importer name and address

      • Country of origin

      • Usage instructions and safety warnings

      • Expiry date (if applicable)

      • Lot or batch number

      • Certification marks or registration numbers (for regulated goods)

  • Import Control:

    • Importers must provide:

      • Invoice and packing list

      • Certificate of origin

      • Product registration or import permit (for controlled goods)

      • Health or telecom approvals (as applicable)

  • Market Surveillance:

    • Inspections are carried out by LMHRA, MoCI, and customs, especially for counterfeit or expired medical products and unsafe consumer goods.
