Laos has a developing product compliance system focused on import safety, public health, and technical regulation, with growing alignment to ASEAN standards and select international norms (e.g., ISO, Codex, IEC). The country emphasizes border control and pre-market approvals for regulated goods such as food, electronics, telecom equipment, and pharmaceuticals.
Key Authorities:
Ministry of Industry and Commerce (MOIC) – Oversees standardization, technical regulations, and quality infrastructure.
Department of Standardization and Metrology (DOSM) – Develops Lao National Standards and coordinates conformity assessments.
Ministry of Health (MoH) – Regulates pharmaceuticals, medical devices, cosmetics, and food supplements.
Ministry of Technology and Communications (MTC) – Handles type approval for telecom and RF devices.
Lao Customs Department – Enforces compliance at borders, including document verification and import licensing.
Key Compliance Elements:
Standards and Certification:
Regulated products must comply with Lao standards or accepted ASEAN/international standards.
Certification may require local testing or documents showing compliance with foreign standards (ISO, IEC, etc.).
Some goods require approval or inspection by designated authorities (e.g., electrical appliances, food, chemicals).
Product Registration:
Required for:
Pharmaceuticals and vaccines
Medical devices
Food supplements
Cosmetics
Registration is handled by the Ministry of Health, with required documentation including product composition, safety data, and labeling samples.
Telecom Type Approval:
All wireless and RF devices must be type approved by the Ministry of Technology and Communications.
CE, FCC, or ASEAN test reports may support the application but do not replace the local registration requirement.
Labeling Requirements:
Labels must be in Lao language, and include:
Product name
Manufacturer/importer details
Country of origin
Usage instructions and warnings
Net content or unit count
Expiry date (if applicable)
