Kazakhstan has a highly structured product compliance system largely harmonized with the Eurasian Economic Union (EAEU), of which it is a full member. As a result, most regulated goods must meet EAEU Technical Regulations (TR CU or TR EAEU) and be marked with the EAC logo to be sold or imported.

Key Authorities:

  • Committee of Technical Regulation and Metrology (KAZSTANDARD) – Develops national standards, oversees conformity assessment, and implements EAEU technical regulations.

  • Ministry of Health of the Republic of Kazakhstan – Regulates medical devices, pharmaceuticals, food supplements, and cosmetics, including product registration and market authorization.

  • Ministry of Digital Development, Innovations and Aerospace Industry – Manages type approval for telecom and radio-frequency equipment.

  • Kazakhstan Customs (State Revenue Committee) – Verifies compliance documents at the border and ensures conformity with EAEU requirements.

Key Compliance Elements:

  • EAEU Conformity Requirements:

    • Most products fall under one or more EAEU Technical Regulations (TR CU / TR EAEU).

    • Conformity is demonstrated through:

      • Declaration of Conformity (DoC) or

      • Certificate of Conformity (CoC)

    • Products that pass must bear the EAC mark before entering the Kazakh market.

  • Product Registration:

    • Required for:

      • Medical devices

      • Pharmaceuticals

      • Cosmetics

      • Biologically active supplements (BAS)

    • Registration is managed by the National Center for Expertise of Medicines and Medical Devices and includes safety dossiers, test reports, and labeling review.

  • Telecom Type Approval:

    • All wireless and telecom products must be type approved in Kazakhstan.

    • Approval involves technical documentation, possibly local testing, and results in an official certificate or notification.

  • Labeling Requirements:

    • Labels must be in Kazakh and Russian, and include:

      • Product name

      • Country of origin

      • Manufacturer/importer contact

      • Usage instructions and warnings

      • Shelf life/expiration (if applicable)

      • Certification or registration number (EAC, MoH, telecom ID)

  • Import Oversight:

    • Importers must present:

      • EAC Certificate or DoC

      • Registration certificates (for health-related goods)

      • Commercial invoice, packing list, and certificate of origin
