1. Association Française de Normalisation (AFNOR)

AFNOR is the French national standards organization. It develops and publishes voluntary and harmonized standards (NF standards) across sectors and represents France in international standardization bodies.


2. Direction Générale de la Concurrence, de la Consommation et de la Répression des Fraudes (DGCCRF)

DGCCRF is responsible for market surveillance, consumer protection, product labeling enforcement, and compliance with health and safety requirements.


3. Agence Nationale de Sécurité Sanitaire de l'Alimentation, de l'Environnement et du Travail (ANSES)

6. Agence Nationale des Fréquences (ANFR)

ANFR is responsible for the frequency spectrum and oversees type approval and conformity of radio and telecommunications equipment in cooperation with the EU’s RED directive.


Product Certification and Compliance Requirements

  • CE Marking: Products covered by EU directives (e.g., machinery, toys, electrical devices, medical devices, PPE) must bear the CE mark. This confirms conformity with essential EU requirements.

  • Conformity Assessment: Products may undergo third-party testing or self-assessment depending on their risk category. A Declaration of Conformity and technical documentation are mandatory for CE-marked goods.

  • Labeling Requirements: Labels must be in French and include product name, usage instructions, manufacturer/importer contact details, country of origin, batch numbers, expiration dates (if applicable), safety warnings, and any required regulatory marks.

  • Product Registration: Specific product categories such as pharmaceuticals, biocides, medical devices, cosmetics, and some food products must be registered with ANSM, ANSES, or other relevant authorities prior to sale.

  • Environmental Compliance: Products must comply with European directives on WEEE (electronic waste), RoHS (hazardous substances), REACH (chemical safety), and eco-design/energy labeling laws. French-specific regulations may apply for packaging and recycling.

  • Market Surveillance: DGCCRF and other competent authorities conduct inspections and product sampling to ensure ongoing compliance. Penalties apply for non-conforming products, including recalls and fines.
