1. Estonian Centre for Standardisation and Accreditation (EVS)

EVS is Estonia’s national standardization body. It adopts and develops standards and promotes harmonization with European and international norms.


2. Consumer Protection and Technical Regulatory Authority (CPTRA)

CPTRA is the main body responsible for product safety enforcement, market surveillance, and technical regulation compliance. It ensures that products on the market meet legal safety and labeling requirements.


3. Estonian Health Board

This authority supervises health-related products, including cosmetics, medical devices, and certain consumer goods. It monitors compliance with hygiene and safety standards.


4. Estonian Agriculture and Food Board

Responsible for the safety of food and agricultural products. It oversees food labeling, pesticide control, and compliance with veterinary and plant protection rules.


5. Estonian Environmental Board

This agency regulates environmental compliance, including waste, chemical substances, energy labeling, and restrictions on hazardous materials.


Product Certification and Compliance Requirements

  • CE Marking: Products falling under EU directives (e.g. electronics, machinery, toys, medical devices, PPE) must bear the CE mark to be sold in Estonia. This shows conformity with safety and performance standards.

  • Conformity Assessment: Depending on the product type and risk level, assessment may involve internal testing, third-party certification, or involvement of a notified body. Manufacturers must prepare technical documentation and a Declaration of Conformity.

  • Labeling Requirements: Products must have labels in Estonian that include the product name, usage instructions, manufacturer/importer information, warnings, and, where relevant, serial numbers, lot numbers, or expiration dates.

  • Product Registration: Products such as medical devices, pharmaceuticals, cosmetics, and food supplements must be registered with the relevant authority before market entry.

  • Market Surveillance: CPTRA conducts regular inspections and testing to ensure compliance. Non-compliant products may be subject to recalls, fines, or restrictions.

  • Environmental Compliance: Estonia applies EU regulations related to WEEE (waste electronics), RoHS (restriction of hazardous substances), packaging waste, and energy efficiency labeling.
