1. Instituto de Normas Técnicas de Costa Rica (INTECO)
INTECO is the national standards body responsible for developing and promoting technical standards. It supports voluntary and mandatory compliance across sectors and represents Costa Rica in international standardization forums.
2. Ministerio de Economía, Industria y Comercio (MEIC)
MEIC oversees consumer protection, trade regulations, and enforcement of technical regulations. It manages product labeling requirements and monitors market compliance with safety standards.
3. Ministerio de Salud
This ministry regulates food, cosmetics, pharmaceuticals, and medical devices. It ensures these products meet national health and safety requirements and handles product registration and import licensing.
4. Ministerio de Agricultura y Ganadería (MAG)
MAG is responsible for agricultural inputs, food safety, and animal and plant health. It enforces phytosanitary and zoosanitary regulations for both domestic production and imports.
5. Superintendencia de Telecomunicaciones (SUTEL)
SUTEL regulates telecommunications services and equipment. It oversees the type approval process for wireless and radio frequency devices.
6. Ministerio de Ambiente y Energía (MINAE)
MINAE handles environmental regulations, including restrictions on hazardous substances, waste management, and energy efficiency standards.
Product Certification and Compliance Requirements
Standards and Technical Regulations: Certain product categories must comply with mandatory technical regulations. These can include safety, performance, and environmental criteria. Voluntary compliance with national standards is also encouraged.
Conformity Assessment: Products may require third-party testing or certification to verify compliance. This applies particularly to electrical products, medical devices, and building materials.
Health Product Registration: All pharmaceuticals, food supplements, cosmetics, and medical devices must be registered with the Ministry of Health before being imported or sold.
Telecom Equipment Approval: Wireless and radio frequency devices must be certified and approved by SUTEL before entering the market.
Labeling Requirements: Products must have clear labels in Spanish with details such as product name, country of origin, net quantity, ingredients, manufacturer or importer information, instructions for use, and any applicable safety warnings or expiration dates.
Environmental Compliance: Products that could affect the environment, such as electronics, batteries, and packaging, may be subject to recycling or hazardous substance restrictions under the policies enforced by MINAE.

Cuba Updates Telecom & ICT Equipment Import, Homologation and Technical Authorization Rules 2026
Cuba's Ministry of Communications issued Resolution 1/2026 and Resolution 2/2026, published in Extraordinary Official Gazette No. 66 on May 21, 2026. These rules overhaul the country's Cuba telecommunications import regulations, introduce a two-tier technical authorization system for ICT equipment, mandate homologation for commercial imports, and bring all drones under regulatory control for the first time. Commercial rules take effect around July 20, 2026.

Case files GCO-DGC-APA-00832-2026 (AFC database administrator accreditation) and GCO-DGC-HPE-00833-2026 (Standard Power device type-approval) are open for comment until June 1, 2026.

ANATEL Ato 5885: Brazil's New SMP Signal Booster Rules
