1. Instituto Colombiano de Normas Técnicas y Certificación (ICONTEC)
ICONTEC is the national standardization body responsible for developing and promoting technical standards across sectors. It also provides certification services for quality, environmental, and safety standards.
2. Superintendencia de Industria y Comercio (SIC)
SIC enforces product safety regulations, labeling laws, and consumer protection rules. It monitors compliance and handles market surveillance and enforcement.
3. Ministerio de Comercio, Industria y Turismo (MinCIT)
MinCIT oversees trade policy, including import/export controls and technical regulations. It works with other agencies to define and implement conformity assessment procedures.
4. Comisión de Regulación de Comunicaciones (CRC)
CRC regulates telecommunications and manages the type approval process for telecom and radio equipment.
5. Instituto Nacional de Vigilancia de Medicamentos y Alimentos (INVIMA)
INVIMA regulates food, cosmetics, medical devices, and pharmaceuticals. It ensures these products meet quality and safety requirements before they are placed on the market.
6. Unidad de Planeación Minero Energética (UPME)
UPME is involved in the energy efficiency labeling and regulation of energy-related equipment.
Product Certification and Compliance Requirements
Technical Regulations (Reglamentos Técnicos): Many product categories are subject to mandatory technical regulations that specify safety, labeling, performance, or quality requirements.
Conformity Assessment: Products may require testing, certification, or inspection by accredited bodies. Depending on the product, this may be done domestically or through recognized foreign certification with mutual recognition.
Telecom Type Approval: Wireless and telecom equipment must be type-approved by CRC before sale or use in Colombia. This applies to devices using Bluetooth, Wi-Fi, cellular, or radio frequency technologies.
Health and Food Registration: Products regulated by INVIMA, including packaged foods, supplements, cosmetics, and medicines, must be registered and approved before being imported or sold.
Labeling Requirements: Labels must be in Spanish and include information such as product name, manufacturer/importer name, country of origin, net content, instructions, and any applicable warnings. Food products must also carry nutritional facts.
Energy Efficiency Compliance: Certain electrical products must meet minimum energy efficiency standards and carry approved labels managed by UPME.
Customs and Import Procedures: Importers must provide documentation that verifies compliance with applicable technical regulations and certifications during customs clearance.
