1. Institute of Standards of Cambodia (ISC)
The ISC is the national body responsible for developing and implementing Cambodian standards across various sectors. It issues certificates for products required to conform with Cambodia's standard requirements, including electronic products and vehicles.
2. National Standards Council (NSC)
Established in 2009, the NSC coordinates the development of national standards and advises the ISC on the criteria and procedures pertinent to the preparation, approval, acceptance, and selection of the standards. It considers and approves proposals for Cambodian standards prepared and recommended by the ISC.
3. Ministry of Health
This ministry is responsible for prescribing standards, quality control, distribution, and labeling requirements for pharmaceuticals, medical equipment, and cosmetics.
4. Ministry of Agriculture, Forestry, and Fisheries
This ministry oversees agricultural products, ensuring they meet the necessary standards and regulations.
5. Ministry of Commerce
The Ministry of Commerce handles consumer protection matters, including the issuance and enforcement of regulations that contribute to a fair and transparent legal framework.
Product Certification and Compliance Requirements
Standards Adoption: Cambodia generally uses CODEX and the ISO/IEC guide 21-1 and 2:2005 as guides for adopting international standards as national standards or technical regulations.
Conformity Assessment: The ISC has the authority to issue certificates for products required to conform with Cambodia's standard requirements. This includes electronic products and vehicles.
Product Registration: All types of prepackaged food products, including imports, require product registration before they are permitted to be sold in Cambodia. This usually requires an assessment against mandatory Cambodian Standards and local technical regulations.
Labeling Requirements: All products on the market must have a label or attach a product description using the Khmer language. Imported products that do not have a Khmer-language label printed on the packaging should provide a product description in Khmer. Companies can attach the necessary information or apply a sticker to the product.
Electrical and Electronic Products: Electrical and electronic products produced or imported for use in Cambodia must conform with Industrial Standards of Cambodia CS0010-2003 to CS0050-2003. Manufacturers are required to apply for a Product Registration License to affix the ISC Mark on products. Compliance with Cambodian Standards and/or IEC standards is necessary.
