1. Pusat Standard dan Akreditasi Brunei Darussalam (PSABD)
PSABD serves as Brunei's national standards and accreditation body. It facilitates, coordinates, and promotes the development of standards and conformity assessment activities in the country. PSABD is responsible for accrediting Conformity Assessment Bodies (CABs) that assess and confirm whether products, services, or processes comply with specified standards, ensuring quality, safety, and regulatory compliance.
2. Authority for Info-communications Technology Industry (AITI)
AITI regulates telecommunications and information technology in Brunei. It manages the type approval process for telecommunications and electronic equipment, ensuring compliance with national technical requirements. AITI accepts test reports according to European standards and certificates from Singapore or Malaysia to support conformity assessment.
3. Department of Environment, Parks and Recreation (JASTRe)
JASTRe oversees environmental regulations related to products, particularly those impacting natural resources. It sets guidelines to minimize environmental impact throughout a product's lifecycle.
4. Department of Economic Planning and Statistics (DEPS)
DEPS enforces consumer protection laws, including the Consumer Protection (Fair Trading) Order 2011, which covers topics such as false promises, misleading or deceiving customers, and taking advantage of vulnerable consumers.
Product Certification and Compliance Requirements
Piawai Brunei Darussalam (PBD): Brunei's national standards, known as PBD, are developed through consensus by committees of stakeholders, including industry representatives, government officials, academia, and the public. These standards ensure that products and services are safe, reliable, and of good quality.
Conformity Assessment: Products may require conformity assessment to demonstrate compliance with relevant standards. This assessment can be conducted by accredited Conformity Assessment Bodies (CABs) in Brunei. The process involves evaluating whether a product meets specified standards, regulations, and requirements set by relevant authorities.
Type Approval for Telecommunications Equipment: For telecommunications equipment, type approval certificates are required. AITI bases its conformity assessment on European standards and accepts certificates from Singapore or Malaysia to support the assessment. The certificates are valid for five years and can be renewed before expiry.
Labeling and Marking Requirements: Products must adhere to specific labeling requirements, including information such as product name, manufacturer details, country of origin, storage instructions, net weight/volume, list of contents, nutritional information, production and expiration dates, and lot identification. Labels must be in English and not misleading to consumers.
