1. National Institute of Metrology, Quality, and Technology (INMETRO)

INMETRO is the primary authority responsible for developing technical regulations, standards, and conformity assessment procedures to ensure product quality and safety across various sectors. It oversees mandatory certification for a wide range of products, including electrical appliances, automotive parts, toys, and medical devices. 


2. Brazilian Health Regulatory Agency (ANVISA)

ANVISA regulates pharmaceuticals, medical devices, cosmetics, and food products. It ensures these products meet safety, efficacy, and quality standards. For certain medical devices and pharmaceuticals, ANVISA requires Good Manufacturing Practices (GMP) certification and conducts inspections to verify compliance. 

3. National Telecommunications Agency (ANATEL)

ANATEL regulates telecommunications equipment and services. It mandates certification for telecom products to ensure they meet technical and safety standards. Certified equipment must bear the ANATEL logo and an approval number. 


4. Brazilian Institute of Environment and Renewable Natural Resources (IBAMA)

IBAMA enforces environmental regulations related to products, particularly those impacting natural resources. It sets guidelines to minimize environmental impact throughout a product's lifecycle. 


5. Brazilian Association of Technical Standards (ABNT)

ABNT is the recognized body for developing and managing technical standards in Brazil. It establishes marks of conformity and certifies quality systems, environmental management systems, and various products.


Product Certification and Compliance Requirements

  • INMETRO Certification: Mandatory for products that pose potential risks to health, safety, or the environment. The certification process involves testing and evaluation by accredited laboratories to ensure compliance with technical standards. 

  • ANVISA Registration: Required for pharmaceuticals, medical devices, cosmetics, and food products. Registration involves submitting technical documentation and, in some cases, obtaining GMP certification. 

  • ANATEL Certification: Telecommunications equipment must undergo testing and certification to ensure compliance with technical and safety standards. Certified products must display the ANATEL logo and approval number. 

  • Environmental Compliance: Products must adhere to environmental regulations set by IBAMA, which may include guidelines on emissions, waste management, and resource usage. 

  • Labeling and Packaging Requirements: Products must meet stringent labeling requirements, including information on ingredients, usage instructions, safety warnings, and manufacturer details. Labels must be in Portuguese and comply with specific formatting standards.
