1. Instituto Boliviano de Normalización y Calidad (IBNORCA)

IBNORCA is the national body responsible for developing and implementing technical standards and certifying products and quality systems in Bolivia. It represents Bolivia in international organizations such as the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). IBNORCA is a private, non-profit organization established in 1997. 


2. Instituto Boliviano de Metrología (IBMETRO)

IBMETRO is responsible for maintaining national measurement standards and ensuring their traceability to the International System of Units (SI). It provides calibration and testing services to ensure the accuracy of measurements in various sectors, including the food industry. 


3. Servicio Nacional de Sanidad Agropecuaria e Inocuidad Alimentaria (SENASAG)

SENASAG oversees sanitary and phytosanitary measures within Bolivia's food industry. It ensures the health and safety of agricultural and food products by implementing regulations related to animal health, plant protection, and food safety. 


4. Autoridad de Regulación y Fiscalización de Telecomunicaciones y Transportes (ATT)

ATT regulates telecommunications and transport sectors in Bolivia. It manages the type approval process for telecommunications and electronic equipment, ensuring compliance with national technical requirements. 


5. Agencia Estatal de Medicamentos y Tecnologías en Salud (AGEMED)

AGEMED oversees the regulation of health-related products, including dietary supplements and fortified foods. It ensures these products comply with health regulations and are safe for consumption. 


Product Certification and Compliance Requirements

  • Standards and Labeling: Products must adhere to national standards for labeling, packaging, and metrology. Labels should include product name, manufacturer details, country of origin, storage instructions, net weight/volume, list of contents, nutritional information, production and expiration dates, and lot identification. Labels must be in Spanish, and products labeled according to standards from recognized international bodies are generally accepted. 

  • Conformity Assessment: Depending on the product category, conformity assessments are conducted by the relevant agencies (IBNORCA, IBMETRO, SENASAG, or AGEMED). These assessments may include testing, inspections, and certification processes to verify compliance with applicable standards. 

  • Type Approval for Telecommunications Equipment: For telecommunications equipment, type approval certificates are required. ATT bases its conformity assessment on European (EU) as well as US (FCC) standards, and no local conformity testing is required. After successful homologation, a Resolución Administrativa Homologación is granted, valid for 10 years. 

  • Organic Certification: Organic production in Bolivia is regulated by Law No. 3525 and the National Technical Standard for Ecological Production. This standard defines and regulates the production, processing, labeling, marketing, and certification of products labeled as organic.
