1. Bhutan Standards Bureau (BSB)

Established under the Bhutan Standards Act of 2010, BSB is the national standards body responsible for developing and implementing Bhutan Standards (BTS). It coordinates standardization, metrology, conformity assessment, and accreditation activities in the country. BSB operates product and management system certification schemes in accordance with ISO/IEC

17065:2012, ensuring that products meet quality and safety requirements.


2. Bhutan Food and Drug Authority (BFDA)

BFDA oversees the safety and quality of food, drugs, and related products. It provides product certification services to support farmers, industries, and commerce in Bhutan for market access and trade facilitation. BFDA implements product certification in conformity with ISO/IEC 17065:2012, providing third-party marks of certification. Certification schemes include food products, organic products, and Bhutan Good Agricultural Practices (BhutanGAP). 


3. Bhutan InfoComm and Media Authority (BICMA)

BICMA regulates information, communications, and media sectors in Bhutan. It manages the type approval process for telecommunications and electronic equipment, ensuring compliance with national technical requirements. For instance, BICMA oversees the phasing out of outdated technologies, such as the 3G network, to make room for more advanced services. 


Product Certification and Compliance Requirements

  • Mandatory Certification: BSB has identified products that require mandatory certification, particularly those with health, safety, and environmental concerns. These products must undergo conformity assessment procedures to ensure compliance with relevant standards. 

  • Conformity Assessment: Both BSB and BFDA conduct conformity assessments, including testing, inspection, and certification, to verify that products meet specified standards. These assessments are crucial for obtaining the necessary certification marks and for customs clearance.

  • Labeling and Marking Requirements: Products must adhere to labeling requirements as specified by the relevant authorities. This includes information such as product name, manufacturer details, country of origin, net weight/volume, list of contents, production and expiration dates, and lot identification. Labels must be in English or Dzongkha, Bhutan's national language.

  • Publication of Technical Regulations: BSB publishes notifications on new requirements for product standards. As part of the standards development process, BSB submits standards for public comments and notifies technical regulations to the World Trade Organization Central Registry.
