1. Instituto Angolano de Normalização e Qualidade (IANORQ)

IANORQ is Angola's national standards body, operating under the Ministry of Industry. It is responsible for developing and implementing national standards to promote productivity, competitiveness, and domestic production capacity. IANORQ is executing a National Normalization Plan (2021–2024) focusing on strategic sectors for economic development. 


2. Instituto Angolano de Acreditação (IAAC)

IAAC is tasked with accrediting laboratories and conformity assessment bodies in Angola. It ensures that testing and calibration laboratories meet international standards, thereby supporting the country's quality infrastructure. 


3. Instituto Nacional de Comunicações de Angola (INACOM)

INACOM regulates telecommunications and information technologies in Angola. It oversees the type approval process for telecommunications equipment, ensuring compliance with national regulations and technical standards. 


4. Ministério da Agricultura e Florestas (Ministry of Agriculture and Forestry)

This ministry formulates agricultural policies and manages resources to support sustainable practices. It plays a pivotal role in regulating the agricultural sector, ensuring that food products meet both national and international quality standards.


5. Instituto Nacional de Defesa do Consumidor (INADEC)

INADEC is responsible for protecting consumer rights in Angola. It ensures that products are safe, properly labeled, and free from misleading advertising, monitoring the market to prevent the distribution of substandard or hazardous items. 


6. Ministério da Saúde (Ministry of Health)

The Ministry of Health establishes health standards for products and oversees compliance across various industries. It conducts inspections and audits to ensure hygiene and safety standards are maintained. 


7. Agência Reguladora de Certificação de Carga e Logística de Angola (ARCCLA)

ARCCLA regulates cargo certification and logistics operations in Angola. It oversees transportation by sea, land, and air, ensuring compliance with national standards and facilitating the development of the country's logistics infrastructure. 


Product Certification and Compliance Requirements

  • Certificate of Conformity (CoC): Required for various products to demonstrate compliance with applicable standards and regulations. The CoC process involves identifying relevant standards, preparing documentation, selecting an accredited certification body, and undergoing assessments. Industries commonly requiring CoC include automotive, electronics, medical devices, construction materials, and consumer goods. 

  • Labeling Requirements: All products imported and sold in Angola must have labels in Portuguese, including information such as ingredients, expiration dates, quantity, production batch, manufacturer or seller details, and country of origin. Products must have a minimum six-month shelf life remaining upon import. 

  • Telecommunications Equipment: Devices must obtain type approval from INACOM, which accepts EU (RED) approvals and associated test reports for market access.
