The Pakistan Telecommunication Authority (PTA) has released a draft license for Inflight Telecommunication Satellite (ITS) Services and opened it for public consultation. The framework lays out the legal and operational terms for companies seeking to deliver satellite-based broadband internet and mobile connectivity to passengers and crew aboard aircraft operating in Pakistani airspace or registered in Pakistan. Stakeholders have until June 9, 2026 to submit written feedback to the Authority.

The draft sits within Pakistan's broader push to formalise satellite based connectivity, following the Authority's earlier draft license for Fixed Satellite Services (FSS). It introduces a structured, non-exclusive licensing regime, meaning multiple operators can enter the market rather than a single monopoly provider. The intent is to bring Pakistan into the growing global market for in-flight connectivity while keeping onboard services aligned with the Pakistan Telecommunication (Re-organization) Act and associated rules.

The draft ITS license authorises holders to provide telecommunication services via satellite to passengers and crew aboard aircraft. The headline terms are:


  • Scope: Onboard broadband internet and mobile telecommunication services delivered over satellite.

  • License term: 10 years, renewable.

  • Initial license fee: USD 10,000.

  • Spectrum charges: None applied at issuance, though the PTA reserves the right to revise this.

  • Altitude restriction: Mobile (cellular) services may only operate when an aircraft is above 3,000 metres.

  • Pre-launch certificate: Operators must obtain a formal certificate from the PTA before commencing service.

  • Commencement deadline: Service must begin within 12 months of license grant.

  • Satellite partnership: Operators must work through a Registered Satellite Operator and integrate with Pakistan's licensed telecom infrastructure.

  • Mandatory PTA type approval for all onboard and gateway telecom equipment — antennas, modems, onboard base stations, cabin Wi-Fi access points and satellite terminals.

Technical Scope


The license is built around a satellite-fed cabin network: a satellite link feeds an onboard system that distributes connectivity to passenger devices, with cellular service gated by altitude to avoid interference with terrestrial networks. Because every active radio component on the aircraft is treated as terminal equipment, each piece must clear PTA type approval before installation or operation in Pakistani airspace.   1. Now – June 9, 2026: Review the draft license and submit written comments to the PTA at satellite-lic@pta.gov.pk. (Deadline officially extended from 31 May to June 9, 2026.)

  3. Satellite operators: Initiate or complete Registered Satellite Operator status / relevant Pakistani registration.

  4. Operators and airlines: Model the commercial case (USD 10,000 initial fee, 10-year term) and prepare license applications.

  5. After consultation closes: The PTA finalises license terms and begins accepting applications.

  6. Post-grant: Obtain the pre-launch certificate from the PTA, then commence service within 12 months. The earliest realistic in-flight connectivity timeline is mid-to-late 2027.
