CPSC Garage Door Operator UL 325 Update: Dec 29 Deadline
CPSC Garage Door Operator UL 325 Update: Battery Backup Entrapment Rules Apply from 29 December 2026
The CPSC garage door operator UL 325 requirements are moving to a new edition. On 30 October 2026, the U.S. Consumer Product Safety Commission published a direct final rule (91 FR 68456) that updates its mandatory safety standard for automatic residential garage door operators, 16 CFR part 1211, to the Seventh Edition of UL 325, revision dated 15 September 2025. The rule takes effect on 29 December 2026 unless the CPSC receives significant adverse comments by 30 November 2026.
Background
Under section 203 of the Consumer Product Safety Improvement Act of 1990, UL 325's entrapment protection requirements for residential garage door operators are a mandatory consumer product safety rule. When UL revises them, it notifies the CPSC, and the revision becomes part of the rule unless the Commission objects within 30 days. UL notified the CPSC on 23 September 2025, and the Commission accepted the changes in October 2025. The last update before this one was published in March 2024.
Key Changes in the CPSC Garage Door Operator UL 325 Rule
Battery-powered and battery backup operators
The rule now clearly covers battery-powered operators, including those with battery backup. An operator on backup power must either keep working normally, entrapment protection included, or become inoperative. If the battery doesn't have enough charge for a full open-and-close cycle, the door must stay open and the operator must not close it.
New battery tests
Compliance is checked twice: with a fully charged battery, and with the same battery discharged to the lowest operating voltage the manufacturer specifies. The tests apply to operators for vertically moving and horizontally sliding doors.
Secondary entrapment protection monitoring
The words "and correct operation" are removed from the requirement to monitor a secondary entrapment protection device. The CPSC explains that there's no practical way to test for correct operation, and detecting the device's presence is enough.

Instruction manuals
Several instruction manual requirements now refer to the "garage door operator or system", so they apply to complete systems as well as the operator.
What doesn't change
Certification and recordkeeping provisions in 16 CFR part 1211 aren't changed, and the CPSC says the labeling and manual clarifications add no paperwork burden.
What This Means for Manufacturers
Operators with battery backup need to be tested to the new battery provisions before 29 December 2026.
Firmware may need a low-battery lockout that leaves the door open.
Test plans should include runs at the lowest operating voltage, not only with a full battery.
Instruction manuals should be reviewed for the "operator or system" wording.
Certificates for products made from the effective date should reflect testing to the updated rule.
Certification Impact Summary
Area | Before | After | Impact level |
Referenced standard | UL 325 as incorporated in 2024 | UL 325 Seventh Edition, revised 15 September 2025 | Medium |
Battery backup operation | Earlier UL 325 edition, no explicit backup-power rule in 16 CFR 1211 (to be confirmed) | Normal operation or inoperative with door left open | High |
Battery testing | Earlier edition tests (to be confirmed) | Full charge and lowest operating voltage | High |
Secondary device monitoring | Presence and correct operation | Presence only | Low |
Instruction manual | Operator | Operator or system | Low |
Certification and recordkeeping | Subparts B and C | Unchanged | Low |
Timeline and Required Actions
Key Dates
Date | Milestone |
15 September 2025 | UL 325 Seventh Edition revision issued |
23 September 2025 | UL notifies the CPSC of the revision |
30 October 2026 | Direct final rule published (91 FR 68456) |
30 November 2026 | Deadline for significant adverse comments |
29 December 2026 | Rule takes effect unless withdrawn |
Required Actions for Manufacturers
Identify every residential garage door operator with battery power or battery backup.
Book testing to UL 325 Seventh Edition, including the lowest-voltage battery tests.
Check low-battery behaviour and update firmware if the door could close without enough charge.
Update instruction manuals for the "operator or system" wording.
Refresh certificates for products made from 29 December 2026.
Send comments to the CPSC by 30 November 2026 if you have concerns.
Conclusion
The CPSC garage door operator UL 325 update is narrow, but it's mandatory and close. Battery backup models are the ones most likely to need retesting or firmware changes before 29 December 2026. Contact our team for help planning testing and certification for the U.S. market.
